Brightening part of an image

Sometimes you only want to adjust part of an image. This technique allows you to brighten just a portion of an image leaving the remaining part unaltered. Two of the three faces in the left image below were brightened, the result is on the right.

Photoshop Elements does not include an option for a 4" by 6" image. This will explain how to add this as well as other sizes.
